Most XRPL amendments pass with just over the required 80% threshold. A unanimous 100% validator consensus is a rare occurrence, and in this case reflects the amendment's nature: it is a "default yes" fix amendment, meaning it contains only bug fixes and technical corrections rather than new features requiring deliberate vote.
What fixCleanup3_1_3 Fixes
The amendment bundles corrections across four XRPL feature areas introduced or modified in the 3.1.x release series:
- NFTs — cleanup of edge cases in non-fungible token transaction processing
- Permissioned Domains — fixes to domain-based access controls for compliant transactions
- Vaults — corrections to the XRPL native vault (tokenized yield) implementation
- Lending Protocol — bug fixes in the XRPL native lending protocol introduced in v3.1.x

How XRPL Amendments Work
